"The wage structure will be finalised after discussions with workers, factory owners and others concerned," he said on Thursday.
"The government is sincere to formulate the national labour policy, which will be worker-friendly and time-befitting," he added.
Speaking at a knit workers' rally in the BSCIC industrial estate of Panchabati at Fatulla, the minister said: "The rate of wage increase in the present wage structure effective from November is unprecedented."
"No government raised wages for workers' welfare in such a manner."
The rally was held to hand over group insurance cheques worth Tk 100,000 to the families of 15 deceased knit workers each. Bangladesh Knitwear Manufactures and Exporters Association (BKMEA) organised the rally.
BKMEA and Narayanganj Chamber of Commerce and Industries president A K M Osman said: "Garment factory owners, who won't pay wages of their workers before the Eid (ul Azha), won't be allowed to run their businesses."
Member of parliamentary standing committee on labour and employment Israfil Alam, Fatulla MP Sarah Begum Kabari, Bangladesh Textile Garments Workers Federation president Mahbubur Rahman Ismail and United Federation of Garments Workers president Kawser Ahmed Polash were also present at the gathering.
