গার্মেন্টস শ্রমিক সমস্যা ও মালিকদের সরকার

গার্মেন্টস শিল্প এলাকায় একটানাভাবে দীর্ঘদিন ধরে শ্রমিক অসন্তোষ ও তার পরিণতিতে ব্যাপক শ্রমিক বিক্ষোভ চলে আসছে। প্রায় প্রতিদিনই কোন না কোন এলাকার গার্মেন্টস কারখানায় বিক্ষোভ, ভাংচুর, পুলিশ ও মালিক পক্ষের গুণ্ডাবাহিনীর আক্রমণ ও মারধরের খবর সংবাদপত্রে ছাপা হয়। অসহনীয় নিম্ন মজুরি এবং সে মজুরিও নিয়মিত না দেয়া এসব বিক্ষোভের মূল কারণ হলেও সাধারণভাবে এ শিল্পে শ্রমিকদের কাজের শর্ত ও অবস্থাও এ অসন্তোষ ও বিক্ষোভের অন্যতম প্রধান কারণ।

সাধারণভাবে আন্দোলন অসংগঠিত ও স্বতঃস্ফূর্ত হলেও এ শিল্পে নিয়োজিত শ্রমিকদের মজুরি এবং অন্য নানা দাবি-দাওয়া তারা মালিক পক্ষ ও সরকারের কাছে পেশ করে থাকেন। তবে এ ব্যাপারে সারাদেশে, এমনকি ঢাকা অঞ্চলের গার্মেন্টস কারখানা শ্রমিকদের মধ্যে আন্দোলন ক্ষেত্রে কোন সমন্বয় নেই। এটাই স্বাভাবিক, কারণ এখানে এ শিল্পে ট্রেড ইউনিয়ন বলতে কিছু নেই। কয়েকটি গার্মেন্টস ফেডারেশন থাকলেও প্রত্যেক কারখানায় ট্রেড ইউনিয়নের কোন ইউনিট নেই এবং সেটা না থাকায় কোন গার্মেন্টস ফেডারেশনই যে সন্তোষজনকভাবে কাজ করতে পারে না, এটা কোন বিতর্কের বিষয় নয়। কাজেই শ্রমিকরা বিচ্ছিন্নভাবে বিভিন্ন এলাকায় গিয়ে আন্দোলন করেন, সেক্ষেত্রে এ ফেডারেশনগুলোর ভূমিকা প্রান্তিক ছাড়া অন্য কিছু বলা যায় না।

শাসক শ্রেণীর যে কোন সরকারই যে মূলত মালিক শ্রেণীর সরকার এবং তাদের স্বার্থ রক্ষাই সরকারের কাজ, এটা এক অবিসংবাদিত সত্য। কাজেই শ্রমিকদের দাবি-দাওয়ার ক্ষেত্রে সরকার যতদূর সম্ভব মালিকদের পক্ষেই কাজ করে। এর জন্য তারা শ্রমিকদের ওপর দমনপীড়নও যথেচ্ছভাবে করে থাকে। শুধু তাই নয়, দেখা গেছে, গার্মেন্টস মালিকরা কারখানাগুলো অনুপযুক্ত ভবনে স্থাপন করায় এবং প্রয়োজনীয় নিরাপত্তা ব্যবস্থা না রাখায় শত শত শ্রমিক বছরের পর বছর অগ্নিকাণ্ডে নিহত হলেও একের পর এক দলের সরকার সে বিষয়ে কিছুই করেনি। নিহতদের পরিবারকে ক্ষতিপূরণ দেয়ার চিন্তা দীর্ঘদিন তাদের মাথায় থাকেনি। পরে কোন কোন ক্ষেত্রে ক্ষতিপূরণ দেয়া হলেও তার পরিমাণ অতি তুচ্ছ। তাছাড়া অনেক লাশ গুম করে দেয়ায় তাদের পরিবার সামান্য ক্ষতিপূরণ থেকেও বঞ্চিত থেকেছে। এই হল শ্রমিকদের প্রতি শুধু মালিকদের নয়, জনগণের ভোটে নির্বাচিত একের পর এক সরকারের আচরণ। বাংলাদেশে তিরিশ লাখের মতো গার্মেন্টস শ্রমিক আছেন, যার মধ্যে অধিকাংশই হলেন নারী। এই দরিদ্র নারী শ্রমিকদের থেকে শোষিত শ্রমিক শুধু বাংলাদেশেই নয়, দুনিয়ার কোন দেশেই নেই। আমাদের পার্শ্ববর্তী বা আমাদের দেশের মতোই অনুন্নত যে দেশগুলোতে গার্মেন্টস শিল্প ভালো ব্যবসা করে, তার মধ্যে পাকিস্তান, কম্বোডিয়া, ভিয়েতনাম, মালয়েশিয়া ইত্যাদি দেশে এই শিল্প শ্রমিকদের মজুরি বাংলাদেশের শ্রমিকদের থেকে অনেক বেশি। শ্রমিকদের এই নিম্ন মজুরি অর্থাৎ অতিরিক্ত শ্রমশক্তি শোষণই হল বাংলাদেশের গার্মেন্টস শিল্পের অতিরিক্ত মুনাফার কারণ, যার জন্য বাংলাদেশ সব থেকে বেশি বিদেশী মুদ্রা অর্জনকারী শিল্প বলে প্রচারিত এবং এদেশের শাসক শ্রেণীর কাছে সব থেকে আদরণীয়। কিন্তু এ শিল্প পরিচালনা এবং উৎপাদনের জন্য যন্ত্রপাতি, স্পেয়ার পার্টস, কাপড়, সুতা, বোতাম, রঙ ইত্যাদি আমদানির জন্য যে বিদেশী মুদ্রা ব্যয় হয়, সেটা রফতানি বাবদ অর্জিত মুদ্রা থেকে বাদ দিলে দেখা যাবে, এই শিল্প থেকে অর্জিত বিদেশী মুদ্রার পরিমাণ ঢাকঢোল পিটিয়ে যা বলা হয় তার থেকে অনেক কম। তবু এটা ঠিক যে, এ শিল্পই এখন বাংলাদেশে শিল্পের মধ্যে রফতানি ক্ষেত্রে সব থেকে উলে¬খযোগ্য। আগে পাট শিল্প সর্বোচ্চ বিদেশী মুদ্রা অর্জনকারী হলেও বিশ্বব্যাংক ও এদেশে সাম্রাজ্যবাদের তল্পিবাহক রাজনৈতিক নেতৃত্ব ও আমলাবৃন্দ সে শিল্পকে পরিকল্পিতভাবে ধ্বংস করে এখন তার প্রান্তিকীকরণ ঘটিয়েছে। যেহেতু গার্মেন্টস কারখানায় উৎপাদিত পণ্যসামগ্রী সাম্রাজ্যবাদীদের নিজেদের জন্য খুব আবশ্যকীয়, এজন্য এ শিল্পে তাদের স্বার্থ আছে। এর উৎপাদিত পণ্য যত কম মূল্যে পাওয়া যায়, তার জন্য তাদের চেষ্টার অন্ত নেই। তাদের এ চেষ্টার সঙ্গে এই শিল্প মালিকদের স্বার্থের যোগ অবিচ্ছেদ্য। কাজেই এক্ষেত্রে তারা হাত ধরাধরি করে চলে এবং এই যুগল স্বার্থ যাতে যথাযথভাবে রক্ষিত হয়, তার জন্য মালিক স্বার্থের প্রতিনিধি এবং সাম্রাজ্যবাদের বশংবদ সরকার শ্রমিকদের বিরুদ্ধে অবস্থান নিয়ে তাদের শ্রমনীতি ও শ্রম আইন প্রণয়ন করে। বাংলাদেশে এখন এভাবে নতুন শ্রমনীতি প্রণয়নের পাঁয়তারা চলছে। তবে এটাও চলছে এমনিতে নয়, দীর্ঘদিন ধরে বাংলাদেশে গার্মেন্টস শিল্প শ্রমিকদের মধ্যে বিরাজমান অসন্তোষ এবং সাম্প্রতিক বিক্ষোভ ও আন্দোলনের মুখে।

সরকারের এই শিল্পনীতি বলতে প্রধানত বোঝায় শ্রমিকদের মজুরি পুনর্নির্ধারণ। কিন্তু এক্ষেত্রে শ্রমিকদের ট্রেড ইউনিয়ন অধিকার প্রতিষ্ঠা, প্রত্যেক কারখানায় ট্রেড ইউনিয়ন গঠন, শ্রমিক-মালিক দরকষাকষির সুষ্ঠু ব্যবস্থা, ধর্মঘটের অধিকার, দেশের বর্তমান মূল্যস্ফীতি ও নিত্যপ্রয়োজনীয় জিনিসপত্রের মূল্যবৃদ্ধির পরিস্থিতিতে মজুরির বাৎসরিক পর্যালোচনা ও পুনর্নির্ধারণ ইত্যাদি গুরুত্বপূর্ণ বিষয় সরকারের শিল্পনীতিতে বিশেষ অথবা কোন গুরুত্বপূর্ণ স্থান পায় না।

যদিও এদেশে ট্রেড ইউনিয়নগুলো ঠিকমতো কাজ করে না। তাদের মধ্যে মালিক ও সরকারি দালালদের উপস্থিতি শ্রমিকদের জন্য প্রায়ই ক্ষতিকর হয়ে দাঁড়ায়, তা সত্ত্বেও ট্রেড ইউনিয়ন ছাড়া শ্রমিক ও মালিক পক্ষের মধ্যে আনুষ্ঠানিক যোগাযোগ ও দরকষাকষির অন্য কোন কার্যকর ব্যবস্থা শিল্পক্ষেত্রে নেই। বাংলাদেশের অন্যান্য শিল্পক্ষেত্রে, বিশেষত সরকার পরিচালিত শিল্পে ট্রেড ইউনিয়ন যেভাবে কাজ করে, সেটা খুবই অসন্তোষজনক হলেও গার্মেন্টস শিল্পে তারও কোন নামগন্ধ দেখা যায় না। এ শিল্পে আন্তর্জাতিক শ্রম সংস্থার (আইএলও) কোন নিয়ম-কানুনই মেনে চলা হয় না। সরকারই এসব ক্ষেত্রে মালিকদের রেয়াত দিয়ে রেখেছে।

এ বছরের প্রথম থেকেই আশুলিয়া, কাঁচপুর, মিরপুর, সাভার ইত্যাদি ঢাকা অঞ্চলের গার্মেন্টস কারখানাগুলোতে ব্যাপক শ্রমিক অসন্তোষ ও বিক্ষোভ চলে আসছে। এক্ষেত্রে শ্রমিকদের দাবি-দাওয়া ন্যায়সঙ্গত হলেও তা মেটানোর চেষ্টা মালিক ও সরকারের পক্ষে দেখা যায়নি। তবে এ পরিস্থিতির একটা বড় রকম চাপ তাদের উভয়ের ওপর আছে। এ কারণে শ্রমিকদের সঙ্গে নয়, মালিকদের সঙ্গে শলাপরামর্শ করে সরকার সমস্যা মোকাবেলার চেষ্টায় আছে। এই চেষ্টার সব থেকে উলে¬খযোগ্য দিক যেখানে হওয়া দরকার এ শিল্পে ট্রেড ইউনিয়ন গঠনের অধিকার প্রদান এবং ট্রেড ইউনিয়ন কার্যপ্রক্রিয়া যাতে শুরু হয়, তার ব্যবস্থা করা হলেও সরকার এর ধারেকাছেও নেই। তাদের গার্মেন্টস শিল্পনীতির মূল দিক হল মজুরি সামান্য বৃদ্ধি, যা শ্রমিকদের সঙ্গে নয়, মালিকদের সঙ্গে কথাবার্তার মাধ্যমে নির্ধারিত হচ্ছে। শুধু এ বিষয়টি যে মালিকদের সঙ্গে পরামর্শ করে হচ্ছে তা-ই নয়, মালিকদের চাপে এখন পরিস্থিতি সামাল দেয়ার জন্য তাদের সরকার ট্রেড ইউনিয়ন নয়, শিল্প পুলিশের ব্যবস্থা করছে। মালিকদের সঙ্গে আলোচনা করে এ বিষয়ে সরকার সিদ্ধান্ত গ্রহণ করেছে বলে অর্থমন্ত্রী সাংবাদিকদের জানিয়েছেন।

এ মাসের শেষদিকে সরকার গার্মেন্টস শ্রমিকদের জন্য নিম্নতম মজুরি ঘোষণা করবে বলে ঘোষণা দিয়েছে। কিন্তু যে মজুরি তারা ঘোষণা করবেন তার আভাস থেকে বোঝা যাচ্ছে, তার দ্বারা এই শিল্পে শ্রমিক অসন্তোষ বন্ধ হওয়ার নয়। শুধু তাই নয়, শ্রমিকদের জন্য নিয়োগপত্র, তাদের অন্যান্য প্রয়োজনীয় সুযোগ-সুবিধার কোন ব্যবস্থা সরকারের নতুন শ্রমনীতির মধ্যে থাকার কোন কথাই শোনা যাচ্ছে না। এসব দ্বারা নতুন করে প্রমাণ হবে সরকার মালিকদেরই, শ্রমিকদের কেউ নয়।

Economic View of Yarn Price Hike: The Facts and Future Trend

Cotton yarn price is increasing in the global market. In last 10 years or so it is in its highest peak. Every week the price is fluctuating, and sometimes situation is getting very difficult for Garments manufacturers to quote price of a garments order. Because yarn is the first thing you should think of while quoting garments for the buyers and it is the 40% of the manufacturing cost.
 
But no one is absolutely sure - why the price is so high? How high this price will go up and what will be the future of the garments business. In my opinion, this trend of yarn price hike is mainly because of the “after affect of the recession” and bad weather or natural condition in cotton supply area has been a great influence. In this article I have defended my views in the yarn price hike situation – 

While the clouds of recession started clearing, the wheels of textile industry started spinning as a successful story. With more than 50% of the production being exported, companies started posting profits. Currently, a situation has come where the textile industry needs to face the music. Prices of cotton and yarn are skyrocketing, thereby affecting the overall profits of apparel businesses. Yarn prices increasing from March this year, and no one could give us idea that where it will end.

There is an increasing trend in the prices of yarn for the past one year. Due to increase in prices of cotton, yarn prices have simultaneously increased by 100%. The industry is jacking up the cotton yarn price recurrently. 30s count yarn, which was $3.70/kg in September 2009 has rose up to $4.50/kg. And in September 2006 its price were $2.23/kg

According to the cotton suppliers, over the last decade price of every other commodity has been increased, other than cotton. And that is a good reason for yarn price increase. In the period of recession that’s why many farmers have switched to other profitable grains, so supply started to fall. And flood in Pakistan along with low productivity in China this year has made the supply of cotton situation worse. On the other hand, in the time of recession, end customers bought less and garments buyers also used up their yarn stock, but after recession period, suddenly demand of garments rose and there is a little stock in the hand of buyer, thus suddenly demand for garments is gone very high. Result is demand of yarn has gone very high. When there is demand more and supply less, result in yarn price hike. To meet the yarn demand farmers as well as spinning’s need to be encouraged and get more profit, that’s why yarn price has increasing more and price is not stable yet. This yarn price will rise up to December 2010 and there is a chance that 30/s card price will be ended up to $5.00/kg. So, get yourself prepared to handle the changed situation and keep your business wheels on a profitable track.

Where the Yarn Price Trending in Future

But, there is a glimpse hope of yarn price decrease. Already many buyers are changing their buy plan blending yarn with polyester to reduce the yard use as well cost. This will certainly decrease cotton demand. And also many farmers are already started to produce cotton, especially in USA. So next years, cotton supply should be adequate. In my view price of cotton yarn won’t fall as much, but it will not increase too much after January 2011.

Mend RMG Labour-Management Relations

The President of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) openly blamed 'a vested quarter' for Saturday's violent labour unrest at Ashulia which left about a 100 people injured and the shutdown of over 70 factories in the neighbourhood. This is a serious allegation and deserves investigation to establish the whole truth sooner rather than later, for such incidents have been happening far too often, and in factories that are known for fairly good practices as well, according to some insiders.

The fact is ,'economic sabotage' can, and does happen, here and everywhere around the globe. The suspicion is therefore not to be dismissed. But it is also true that most garment workers get short shrift in terms of wages and working conditions. Bangladesh has earned a reputation for having the world's lowest paid labour by dint of which it gains a competitive edge in the global RMG market. But it would be unfair to say that Bangladesh has a monopoly in this tendency to pay as little as possible to workers if it can get away with it. There are many other offenders in the world. According to the Vienna-based International Trade Union Confederation (ITUC), posted on their website - incidently on the same day that thousands of RMG workers at Ashulia industrial belt went on the rampage - garment factory workers globally are indeed 'the world's most poorly paid.'

ITUC, which represents 176 million workers in 156 countries and territories, and has 312 national affiliates, also said that the cause of frequent violence can be traced to poor wages and working conditions and unwillingness of the owners to honour wage agreements. All this bad feeling is compounded in most cases by the absence of trade unions in garment factories. Be that as it may, the BGMEA chief has again stressed the need for 'increased security to protect billions of dollars of investment.' This should be considered in right earnest, as should be the need for better, trust-based, management-worker relations in this booming sector.

This time round the violence reportedly started when workers of Nasa group, one of the country's top five RMG exporters, went berserk on hearing that the manufacturers have proposed an enhancement of their current minimum wage ( Taka 1662.50 per month) by only about 300 taka, whereas the union demand was nothing less than Taka 5000. The government's minimum wage board seems to have been dragging its feet regarding the issue although there have been no end to meetings with the stakeholders. The discontent spread like a contagion with ten factories and 15 vehicles getting vandalized during the clash between the workers and law enforcing agencies. Last year six garment workers were reported killed in action by police or company security guards during similar display of dissatisfaction over wages. The wages that workers are offered must be enough to help them keep body and soul together. Surely a few more cents spent on the workers would not take too big a chunk away from investors' profits in Bangladesh and elsewhere?

India’s Garment Exports Fall Marginally


In an earlier post we have wrote about China’s Garment Exports Fall.

India is facing the same, garments exports falling down, on the other hand Vietnam and Bangladesh’s export on rise. Read the facts in India’s fall -

Garment exports from India dropped 2.64 per cent to $10.64 billion in 2009-10, compared with $10.93 billion in the previous financial year, data released by the Apparel Export Promotion Council (AEPC) here shows the above fact.

However, there was a negligible recovery of 0.37 per cent. All the months of 2009-10 except July, August and November showed a painful downslide.

Mr Prem Udani, Chairman of AEPC, said - “Exporters are in deep trouble, as the garment industry is reeling under unprecedented price hike of yarn and fabrics. Just when there were signs of initial recovery, the industry has been plunged into gloom because of high raw material prices and their erratic supply.”

AEPC requested the Government to impose a 15 per cent tax on exports of cotton yarn. “At a time when domestic demand for fabrics and yarns is booming, free exports of basic raw materials like cotton and cotton yarn take millions of jobs away from the country.”

Over and above the raw material costs, Mr. Udani said, the industry has been affected by high labour costs, non-refund of Central and State levies, besides infrastructure deficiencies.

“Our share in the global clothing market is going down. Bangladesh has become a larger garment exporter than India. By next year, Vietnam will also overtake us,” he said.

China`s Garment Exports Fall

China`s textile and garment exports fall in March this year.
   
China's General Administration of Customs said export value of textiles and garments in China this March fell 9.54% from the same period of last year or 12.9% from this February to US$11 billion.

The Chinese customs office said that the export value of textile products was US$5.05 billion in March 2010, up 6.7% from that of 2009 and 10.6% month-on-month.


The value of garment exports was US$5.96 billion, down 19.8% compared to the same period of last year and 26.2% from this February.

In the first three months of 2010, the country's exports of textiles and garments increased 15.3% year-on-year to US$39.25 billion in total.

The exports of textile products grew 26.6% to US$15.21 billion during the period, while export of garments rose 9.1% to US$24.04 billion.

Cambodia Employs 320,734 Workers

Cambodia employs 320,734 workers in 269 garment factories, and thousands have pulled out poverty by a job in the garment trade since foreign investors arrived in the 1990s.

Despite global economic crisis, Cambodia's garment sector still remains strong in terms of providing jobs to Cambodian people, a government data showed.

The data provided by the Ministry of Commerce showed that there are currently 320,734 workers, among them 293,664 women, are working in 269 factories across the country.


It showed that the total garment exports to foreign countries in 2009 amounted 2,385 million U.S. dollars, of which 1,486 million U.S dollars to the United States, 577 million U.S. dollars to European markets, 184 million U.S. dollars to Canada and 136 million U.S. dollars to other countries.

The data also showed that Cambodia's general exports to foreign countries in 2009 were 3,907 million U.S. dollars, and the imports were 5,448 million U.S. dollars.

Late last month, a report of the Garment Manufacturers Association in Cambodia, showed that the number of strikes staged by garment workers in Cambodia declined nearly half compared to a year earlier,

The report said there were 58 strikes occurred in 2009 as compared with 105 strikes in 2008, or represented only a decline of 44 percent in the number of strikes.

However, it said, there were 53,097 garment workers who had lost their jobs because of the closure of 122 factories in 2009.

Even though 67 factories were re-opened, and they provided jobs to 19,772 workers, the report showed.

Fire and Safety in Garments Factory

In last February 2010, Bangladesh was all over the media in local and international. It was not for any good news like "Musa Ibrahim- the first Bangladeshi conquers the Everest". It was for the fire in a local garment factory killed 21 workers and injured 50 others.

See what change.org says - "At the end of February in Bangladesh, home of one of the world's biggest garment manufacturing industry, 21 workers died and 50 more were injured in a fire in Garib & Garib Newaj factory, where clothing is made for several firms including H&M. (change.org, March 29, 2010)


International media were publishing the news relating all the buyers name working with Bangladesh factories. Which is no way good for the apparel industry in Bangladesh. Take a look what others international media says -
Garib & Garib Sweater in Local News Paper -
On Thursday 25th February 21 workers died in a fire at the Garib and Garib sweater factory in the southern district of Gazipur, burnt to death or choking on smoke. The fire started at 8.45pm, probably as an electrical short-circuit on the second floor of the seven-storey building, and quickly spread to other floors containing inflammable materials. A large stock of synthetic acrylic sweaters burned and gave off a thick toxic smoke. (Acrylic fibres contain the polycrylonitrile group of vinyl compounds, which may be carcinogenic.) At least 20 other workers were injured in the blaze, many with serious burns. As is usual in garment factories, the exit doors were kept locked by the bosses to prevent theft, as were internal doors;

After completion of our night-duty the factory authorities usually lock all the doors, so we couldn’t flee even after hearing the repeated fire alarm,’ said Hanufa Banu, a worker of the sewing section. (New Age, Feb 27 2010)

The fire hoses on each floor were declared useless by firemen who had tried to use them;
    Fire-fighting equipment at the Garib & Garib sweater factory were of no use, said a fire official at Gazipur.
    Abu Zafar Ahmed, Gazipur fire station officer said that there was no water in the factory's reserve tank.

Health and Safety regulation are routinely ignored by management and are hardly enforced by government (many politicians have business interests in the industry); factory fires break out on a bi-monthly basis. Most are smaller incidents with regular injuries but fewer deaths, but over 240 workers have died in major fires since 1990;

Garment Workers' New Demand

Garment workers' new demand, set up a govt committee for a durable solution to their grievances
 
GARMENT workers' violence in Kanchpur of Narayanganj on Tuesday has again left some people injured and properties both public and private damaged. And it is for the umpteenth time that garments workers have taken to the street and gone on a rampage.
 
For a change though, this time the garment workers were not chanting their usual slogans for pay raise and other benefits from the factory management. On the contrary, they were demanding that house rents in that particular industrial area and at other blocks nearby be lowered and supply of water and gas be ensured.
 
Yesterday evening on my way back to home, I heard some workers association were demanding for the food and shelters in a meeting. The speaker's was saying that, they do not need an apartment to leave, they only wants an assurance for their food and a minimum shelters for their family.

Pricey Cotton Hits Apparel Makers Hard

Life is getting even harder for China's textile manufacturers as they struggle to cope with a beleaguered world market for their exports.

Now, the price of cotton is on the rise, eroding already thin profit margins among the country's garment makers.


"The cotton price is really getting higher," said an employee surnamed Fang of Hangzhou Jigao Textile Co.

The man, who answered a reporter's phone call but refused to give his name or position, said cotton cloth prices have risen about 1 yuan ($0.15 cents) per meter, translating to a price hike of roughly 2 yuan ($0.29) per garment.

Fang said the company exports its products mainly to Japan, and the increased cost of raw materials would erode its profitability by about 20-30 percent.

The price of high grade cotton sold to textile manufacturers has spiked 500 yuan ($73.21) per ton, or about 3 percent, since early May, while the price of low grade cotton has remained nearly unchanged, said Li Jinqian, a distributor based in Anyang, Central China's Henan Province.

Textile exports gradually decreased month-on-month from January to March, though the aggregated export value in the first quarter grew by 15.2 percent compared with the same period last year, according to data from China's General Administration of Customs.

The average profit margin among textile manufacturers is about 3-5 percent, and even lower for some, according to the China Chamber of Commerce for Import and Export of Textiles.

The weighted average spot price of grade-three cotton or standard grade cotton was 17,323 yuan ($2,536) per ton Wednesday, about 30 percent higher than in September last year, according to the China Cotton Association.

"The price hike is quite substantial, rivaling only the spike in 2003-2004," said Feng Mengxiao, information director of cncotton.com, a portal for cotton market information.

Snowy and rainy weather in the major production sites of cotton in China led to the declining output, especially for high-grade cotton, Feng said.

Feng added some distributors have stockpiled cotton expecting to sell when the market price goes even higher.

Many textile manufacturers have built 38 day inventories, 16 percent larger than normal, and some even have enough in stock to last till new cotton hits the market in August, she noted.

Bangladesh Apparel Exports get Momentum as Global Recession Recedes

In the first ten (10) months of the current fiscal year ending in June 2010, Bangladesh obtained nearly 10 billion U.S. dollars from apparel (garment) exports which got momentum in the recent months as the global recession recedes, industry insiders said Wednesday, May 26, 2010.

They said export earnings from garments, including knitwear and woven, in July-April period of 2009-2010 fiscal (July 2009-June 2010) stood at 9.96 billion U.S. dollars, an about 78 percent of the total export income of Bangladesh during the same period of the year.
 
There are around 4,700 textile factories in Bangladesh, which employ over 3 million workers, 80 percent of them are women.
Industry insiders said the slump in Bangladesh's garment export earnings during July-April period eased to around 1.73 percent, comparing with the same months of the last fiscal (July 2008 to June 2009), raising strong hopes of recovery from the shocks of the global economic downturn.

In July-April period of this fiscal year (2010), according to the EPB (Bangladesh's Export Promotion Bureau), knitwear garment export fell 2.06 percent to 5.12 billion U.S. dollars while woven garments dropped 1.38 percent to 4.84 billion U.S. dollars, comparing with the same period of last fiscal.

Bangladesh to Setup RMG Chemical Testing Lab

Bangladesh is going to establish its first ever world class testing laboratory to carry out chemicals and dyes tests of exportable apparel items in the country, informed Mr. Salam Murshedy, President of Bangladesh Garment Manufacturers and Exporters Association (BGMEA).

The apparel exporters now test the samples of exportable garments for certification from foreign testing firms, such as SGS, Intertek (ITS) and Bureau Veritas. In order to set up this testing firm, BGMEA will sign a Memorandum of Understanding (MoU) with Spanish giant clothing retailer brand ‘Inditex’ in Spain on April 29.
 
 
Inditex Group is one of the world’s giant fashion retailers, which has 4,607 stores in around 74 countries and has more than 100 companies functional in textile design, manufacturing and distribution areas.
This clothing retailer brand of Spain will offer all the technical and other required support to set up the projected testing lab, said BGMEA President. Each test from the proposed testing firm will cost $30. While, some recognized testing firms such as Bureau Veritas, SGS and ITS charge $200 to $300 for each test, he informed.

Teachers, students and experts from the Department of Chemistry of Dhaka University will combine forces in the projected establishment.

Power-cut, Poor Gas Supply Hit RMG Sector Hard

Faruque Hassan found himself in a sticky situation last month when his garment factory could not complete the orders. He still had 20 percent job to finish, but frequent power cuts and low gas pressure had eaten up his shipment time.
